Perched majestically on the mid-slope of Dashawan and nestled against the mountain side of Dongshawan, the Keelung Zhongzheng Park Aquatics Pavilion enjoys a defining topographical vantage point. The site’s northern facade slopes downward to offer sweeping panoramic vistas of Keelung Harbor, positioned directly aligned with the shipping channels to serve as a prominent terrestrial navigation beacon for incoming vessels. To the west, the complex interfaces with an existing parking portal adjacent to the landmark Great Buddha Zen Temple—home to the iconic white Guanyin statue—while bounded by Shoushan Road to the south and the cultural campus of Chungyu University of Film and Arts to the east. Critically recognized as Keelung City’s inaugural Build-Operate-Transfer (BOT) public facility project, the master plan introduces a vibrant new civic open space, successfully establishing the pavilion as the city's most definitive contemporary landmark.
